Everyone can learn to draw.

When people find out I am an artist they often tell me that they can't draw, not even stick figures. I ask them if they took piano lessons, or if someone taught them to cook or use a computer. Drawing is a practice. Like everything else, you get the most pleasure and results by doing it often.
